Hybrid wars can not be stopped without the help of civil: society````                         HYBRID WARS CANNOT BE WON WITHOUT
HELP OF CIVIL SOCIETY
By will of fate for over three years I have to study methods of a new hybrid war which is forced to all countries by Kremlin. In the present time Europe and all the world face a real threat.
Now there are many disputes on the concept of hybrid war – especially in military circles. I am not going to challenge their positions. Many people think that such a war is subjection of a certain territory by informational, digital , cybernetic operations combined with actions of military forces and special services and with intense economic pressure. I agree with this assertion and I propose to you to consider the first and, in my opinion, the most important part of it: If you have won an informational war, the rest is a matter of technology.
Russia studied structure of world`s developed societies very carefully and it found out a lot of holes which it uses now in war against Ukraine, having tested them earlier agin in fight against Georgia and Chechnya.
What is a principal cause of Kremlin victories? The first principle of informational war is a total lie with application of all mass media. No drop of truth, total censorship everywhere and in all aspects. You should agree that there is not a place for military servicemen. The object of treatment is civil society. Citizens of developed countries for many decades pay taxes to maintain armies and policy forces. And they believe that military servicemen receive their salaries not in vain. This is right but this alsj hides the first trick used intensely by  Kremlin.
For example, let us consider  a small situation which I can see now in Finland. It is a very tolerant state where military and police forces work as a good clock.
And  I say it again, the state is maximally tolerant to its citizens.
And suddenly in tnis society a civil public organization starts to work carrying out Kremlin orders to destabilize the society.
Each ordinary citizen – a member of the organization – has callsigns. This the first sign of people`s involvement in a hybrid war. I should remind that callsigns is an exclusive  prerogative of military. And now in Donbass war, as it was earlier in Georgia, military servicemen are infiltrated in advance on a foreign territory under civilian disguise having changed their names and responding only at callsigns.
In their visible activity they are only activists of their organization which provides propaganda according to Kremlin guidelines. And neither military nor police cannot have any claims to them. But some active citizens start to expose activity of such an organization.
What can these citizens do – to call for police? No, there is no offence and such enemies cannot be prosecuted. Civil legal actions? But a citizen of European state citizen should pay for lawyer services and if he or she loses a trial, he or she should bear all legal costs. Citizens have not financial means to fight in courts and to attract attention of media and  public. And nobody is going to insure your risks. This is another reason for continuation of hybrid war.
And if there are people who threaten to expose such an organization, Kremlin gives a command to media and they start up a project to malign good names and images of people who want to warn about an approaching danger. This process involves social networks. A bright example of Kremlin hybrid war soldier is Anatoly Shary`s videoblog. If you watch it, you don`t see any anti-government calls. It only “plucks” this or that politician or human rights activist.
If you analyze Shary`s “revelations”, you will see that no one of them is based on real facts. His task is simple: to distribute gossips regarding a particular person or state – in our case, it is Ukraine nd people who want to tell truth about Russian aggression.
He receives texts to be read and ihis work is to voice them and to pass them for editing to a group of people who provide distribution of this lie through Internet. Nobody could stop this blogger for 3,5 years and this shows that the society is not prepared to counter such a kind of hybrid informational war.
It is also impossible to fight against thousands of websites distributing deliberate lies about honest people since refutation of lies demands legal actions with expenses for lawyer services. Kremlin has no financial problems while civil society members find no support in governments or in military circles.
At best, these activists are offered to look for grants for their human rights activities while time is going. And people in Kremlin know this very well. And they use this situation efficiently.
Thus, people who really want to warn, to help in the informational war against the enemy face bmoral crackdown, blackening of their images. But I repeat – there is no visible danger for military as well as for police, the state is tolerant and its citizens have the right for expression of their opinions.
And this is what Kremlin needs.
There is a Russian proverb: “ drop of water wears away a stone”. And such a simple organization continues its work. They organize conferences and round table meetings, they distribute false information  - you should not be afraid of those who bring a threat or, on the contrary, – Russia is powerful and modern state having an invincible army  while your state is in poor condition and you should replace these or those political leaders. And this organization rewards its volunteers financially, it arranges for them meetings in other European countries…
At the same time such an organization has invisible  activities – they find suicide bombers or simple terrorists. And suddenly your safe country faces a terrorist attack or strange immigrants start to kill people…
And now there is a growing wave of disaffection in regard of refugees from foreign countries – especially from Middle East. But why people flee from there? They flee because in a hybrid war Kremlin sponsors terrorists and together with them bomb peaceful towns in Arab countries. People flee in a fear, saving their lives, leaving villages, towns and whole regions. Where do they run? To Europe-because it is closer. Those who can run to USA, Canada, any other countries – further from the zone of unsettled conflicts.
And European governments with their provincial thinking solve momentary urgent problems – how to help these refugees with accommodation, how to assimilate them. And nobody solves the main problem: how to settle conflicts in those countries so that to stop the streams of refugees.
Do you remember that Putin said not once that Russia had no boundaries? They really consider all  the world as their own territory –as it were, they use planetary thinking. And within Russia they make experiences in zombification and total regulation of society. They do not care about Russia`s population. This is why the imposed sanctions did not touch the people in Kremlin. Or, rather, we see the contrary – the sanctions prompted them to further experiences with Russian people. They reproduce in Russia all failures which they had in Western countries and they repeat cynically experiences with their citizens again and again – and transfer these experiences to Europe.
Therefore, the sanctions imposed on Russia do not change the situation. And in the present time the world loses to Putin unambiguously.
One of the latest bright experiences with Russians was the project of Flat Earth assertion. And now school teachers of geography nake pupils to learn this nonsense absolutely seriously. And nobody protests. And another brightly visible experience – total domination of Orthodox beliefs everywhere, even in State Duma. And crusades are going on all around…But  all this is in Russia where people are zombified so that they are ready to die for the Father-Tsar Putin and they would not spare their children for Him. Looking at all this madness, tolerant Europe shrugs its shoulders – and does not prohibit watching Russian TV-channels. And they use already electronic zombification intensely. And Europe wonders – why there are so much Putin supporters…
I can provide many examples. But the main question is – what should we do?
And there is an answer. Indeed, without help of civil society no military force will prevent an attack at its country. Invisible invasion and attack on Europe have already started. Military forces can prevent a direct invasion of enemy but they are not able to stop emerging wars. And the result is one – terrorist attacks continue to kill people. Therefore, hybrid wars demand to review urgently – in fact, this should have been done “yesterday” – an approach to protection of European states. Ministries of Defense simply  must start to provide funds for help to civil activists who will use these funds to initiate legal actions against penetrated rogues in public communication sphere. Civil and human rights activists should have resources to attract lawyers and pay for their services – in this case they will begin a real decisive fight against all propagandists in social networks, they will stop and refute lies of pro-Kremlin websites and shadow war heralds.
I work for the project “Cargo200 from Ukraine to Russia” for 3,5 years. A lot of lie about us and me was distributed during this time. But I and my volunteers have no means to stop expansion of this lie stream.  For we have only one way - legal actions with attraction of journalists. Lawyers are not interested in providing free services. And therefore mountains of prepared suits are not sent anywhere. And people continue to read Kremlin gossips in social networks and believe them – as they cannot see refutations.
A latest bright example: in Moscow Shary won the trial against Mark Feygin, a lawyer. He won in spite of evident advantage of Feygin`s case.  A lone lawyer is also unable to fight against a huge system.
However, one should not make the mistakes which were made by the Ukrainian Ministry of Defense. These mistakes should be taken into consideration and corrected.
Let us analyze such a mistake using my project as an example. We cannot succeed without ‘debriefing”.
My project proved to be very successful in the informational war against Kremlin.
In September 2014 we had a very high-level meeting in the Ukrainian Ministry of Defense  The officers were much wondered by efficiency of civil activist actions. And when I asked them to provide a help, they told me that they had a special department confronting Russian informational attacks. And instead of helping me, they decided to take my project under their command. They included new people in the project and provided a very good financing.
And instead of collaboration this department began a war against me and our volunteers. Like genuine bots they threw up fake news to us and then mocked them together with the same Shary`s blog. (I do not like to think that they helped to Kremlin deliberately since the beginning.)
What they did not take into account:
-         I and my assistants were well-known in Russian regions; each of our
statements was heard  and, accordingly, had an effect – our information went further. We know how to work in conditions of total censorship and we know vulnerable points of Kremlin.
-         What was important – ordinary Russian citizens believed us and through
horizontal channels our information reached even remotest Russian villages.  But the same people do not trust Ukrainian media and Ukrainian citizens and, being under impact of Russian central TV-channels, they do not wish to read and to watch information supplied by Ukrainians.
But instead of supporting us, the officers from Ukrainian Ministry of Defense started their “rebranding” directed against us.  And they threw mud on us so intensely that they provided a good help to Kremlin. There was only one effect: European media ceased to cover the war in Donbass and had been keeping silence for over 3 months. They just could not understand what was really going on in Ukraine and why Ukrainians attacked the people who helped them very efficiently.  And Russians lost a powerful stream of information. Now the voices of mine and our Russian volunteers are almost inaudible in Russia. And so-called “cottonwool patriots” continue to greet Putin and to love him.
And was the principal reason of these actions from the side of Ukrainian Ministry of Defense? Ukraine gave out a rather good money for the purposes of informational war. But officers from the Ministry of Defense staff were unable to produce their own good ideas of informational offensive.  They did not want to cooperate with civil society. And, of course,  they “sawed” within their circle taxpayer`s money which were given to provide informational defense of the state.
There are two projects regarded by Ukrainian military as quite successful – Peacemaker and Informnapalm; they were well-advertised – buy only in Ukraine. And these projects tried to bend under themselves the international project Cargo200 from Ukraine to Russia.
Russia has blocked these Ukrainian websites on its territory. For Russian mercenaries an inclusion in the Peacemaker database became a sign of  honour.  And if we remember how the Peacemaker published data on journalists from Europe and world accredited in Ukraine making them targets for terrorists, we can conclude that these guys from the Peacemaker ceased to be friendly with common sense long ago – since they imagined themselves to be gods of informational war.
Meanwhile the informational war brings heavy defeats on all directions.
And if they supported us, this collaboration of civil societies in many countries would reach its goal.  If they shared resources or paid to lawyers who could refute lies in courts and attract attention of journalists to such trials and people in social networks and in regions would distribute these results – we would win the informational war in a very important sector.
There are so many of such “ifs”…
Let us return to Finland – an European stste…As I has said above, it has no leverage to impact on terrorists implanted under the guise  of civil organization.
It does not help to separate citizens who are able to make legal actions, to attract journalists.
It has no desire to cooperate with civil society on this matter. This is out of its agenda. …
And the informational defense line collapses already letting terrorists to arrange their conferences quietly, to organize movements, to promote Kremlin ideas. And throughout Europe Kremlin propagandists operate quite easily as they continue to compromise those who try to promote the truth about Russian aggression. And people who still try to promote this truth are offered to look for grants to provide their activities. Putin knew what he did when he forbade at once receiving of international grants by non-governmental civil organizations. He and his people envisaged everything.
Kilometers of paper were used for writings on the topic “Who wins the informational war between us and Russia”.   Internet is full of analyses. But there are no results.
Therefore I have only one recommendation: it is the time for joining  efforts of military and civil society. There should be serious collaboration with people who have had an experience of this fight without repeat of mistakes regarding creation of ‘our own wheels” as it was in the above-indicated example with Ukrainian Ministry of Defense.
For in this moment we all are losing to Kremlin in the hybrid war.
It is the time for change of approaches. Otherwise the sleeping Europe will not wake up in time and the world will fall into the 3rd World War.
